Blanket Permits & Verification Letters

All air transport operations into the Cayman Islands are subject to regulation under the UK's Air Navigation (Overseas Territories) Order, AN(OT)O, in particular Article 135 which stipulates that all foreign registered aircraft operating into the territory for valuable consideration be licensed to do so by the UK Secretary of State. This authorization has been delegated to the Governor and thereby to the Director-General of Civil Aviation for the Cayman Islands.

Companies that supply more than one off ad-hoc charters or who provide air ambulance services can be issued with either a blanket permit or verification letter. The blanket permit is a pre-paid method of obtaining an operating permit to into the Cayman Islands and can be issued for 3, 6, 9, or 12 month periods; whereas a verification letter is good for a 12 month period and all flights are billed in arrears based on reconciliation with airports statistics. If you chose a verification letter you will be required to complete, every time that you intend to fly to the territory, the requisite application form (Form A) listing the aircraft registration and noting that the "supporting information is on file at the CAACI" for the aircraft listed next to number 17 on the application form. This however is not necessary with a blanket permit which is based on a specified period of time and would allow unlimited entries to the territory by the aircraft listed on the blanket permit, for the duration of the blanket permit.

The documentation requirements are the same for either and are listed below. Both can be issued to cover multiple aircraft operated by the air operator and will be listed on the permit or letter. However if an aircraft is to be used that is not listed then the operator is responsible to file with the Civil Aviation Authority the new information pertaining to an aircraft not previously listed on a blanket permit or verification letter prior to operation.

The following supporting documentation, at a minimum, must be submitted:

All documents must be provided in English or be accompanies by a notarised translation.

  1. copy of the certificate of registration per aircraft to be used
  2. copy of the certificate of airworthiness per aircraft to be used
  3. copy of the proof of insurance (fleet or individual)
  4. copy of the air operators certificate from the issuing state
  5. copy of the ops specs (organizational structure and organizational contacts, as well as aircraft covered by the air operators certificate and approved routes) for the aircraft to be used
  6. a statement that there are no dangerous goods, weapons or munitions of war being carried on the flight(s), if dangerous goods are being carried the airline operator must provide confirmation that it has an "exemption" issued by the CAA.
  7. a statement from its flight operation department that the airline is aware of the requirements of Article 76 of the Air Navigation (Overseas Territories) Order 2007 (Aerodrome Operating Minima) additionally the airline should ensure that its Aerodrome Operating Minima has been filed with the CAACI.

The requests for blanket permits and verification letters are processed immediately once all information provided has been verified. A copy is then sent via email and the original sent via mail.
