ICAO Responsibilities
In accordance with the provisions of Annex 14, States are required to provide rescue and firefighting equipment and services at an airport. To meet this requirement, the Cayman Islands Fire Service, a division of the Cayman Islands Government, has the contracted responsibility of providing these services.
OTAR 140.23 details the objectives of the ICAO requirement as to:
- save lives during an aircraft accident or incident occurring at, or in the immediate vicinity of an aerodrome; and
- extinguish fires which may occur either immediately following an aircraft accident or incident, or at any time during rescue operations; and
- protect and isolate the aircraft fuselage from external fires, thus creating a survivable atmosphere for passengers and flight crew and a means of escape from available exits; and
- respond to aircraft accident or incident within the response area in accordance with paragraph 140.123; and
- command and control the accident or incident site in an effective and efficient manner; and
- preserve the accident or incident site for aircraft investigation.
To ensure all regulatory requirements are being met, the Civil Aviation Authority provides oversight on the service.
