The role of the Civil Aviation Authority of the Cayman Islands (CAACI) is primarily to function as the regulatory organisation responsible for safety oversight and economic regulation of the aviation industry throughout the territory and to ensure that the Cayman Islands aviation industry conforms to the standards and recommended practices of the International Civil Aviation Organisation (ICAO).
AIR NAVIGATION SERVICES REGULATORY INSPECTOR
The Civil Aviation Authority of the Cayman Islands is seeking to recruit an Air Navigation Services Regulatory Inspector in its Air Navigation Services Regulation Division. This role offers a unique opportunity for a motivated and suitably qualified individual to contribute to the safety oversight of civil aviation activities in the Cayman Islands.
To support the successful candidate in achieving full competency in the role, a comprehensive development programme will be developed. This includes formal theoretical training aligned with international regulatory frameworks and best practices, structured on-the-job training, and mentorship from experienced regulatory professionals. The training programme is designed to equip the individual with the technical knowledge, regulatory insight, and practical skills required to carry out audits, inspections, certifications, and other safety assurance activities across a broad range of functional areas.
Job Responsibilities:
The post holder will support the effective management and oversight of aviation safety regulation to ensure that aerodromes, air navigation services, and air traffic control training organisations are approved, certified, and maintained in full compliance with applicable local and international standards and recommended practices. This includes conducting audits, inspections, and other regulatory safety assurance activities to verify ongoing compliance and identify opportunities for improvement. The role also involves actively promoting safety awareness among internal and external aviation stakeholders, offering expert guidance to support the development and continuous improvement of Safety Management Systems (SMS), and contributing to a proactive safety culture across the aviation sector.
The post holder reports directly to the Director Air Navigation Services Regulation (DANSR) and is responsible for providing safety oversight of the following areas:
- Aerodrome/Heliport Certification
- Airport Operations;
- Air Traffic Service;
- Aeronautical Information Service;
- Rescue & Fire Fighting Service
- Safety Management Systems.
- Quality Management Systems
In addition to the above, the post holder supports and assists with the safety oversight of:
- Meteorological Services to Aviation, and;
- CNS/ATM;
- Search and Rescue Services

Job Qualifications, Experience & Skills:
- Certified qualifications in one or more of the oversight areas listed above.
- Minimum 10 years’ operational experience in the relevant aviation discipline. Sound knowledge and competence in the regulatory oversight requirements of three or more of the listed areas of oversight responsibility:
- Extensive knowledge of applicable International Civil Aviation Organisation Annexes, Overseas Territory Aviation Requirements and the Air Navigation (Overseas Territory) Order.
- Excellent written and verbal communication skills in English, with the ability to convey information clearly, confidently, and professionally to a variety of audiences, both in person and in writing. ;
Skills:
- The postholder must be able to exercise fair, firm and accurate judgment in the oversight assessment of industry based on regulatory requirements and not opinion. As such, he/she must be able to professionally convey undesirable results of oversight activities if/when required.
- He/she must be able to make decisions in the post’s scope of responsibility based on an understanding of the obligations of the Civil Aviation Authority of the Cayman Islands.
- Highly organized, innovative and self-motivated to increase efficiencies in a work team with a view to achieving the corporate mission and objectives.
- Must demonstrate ability to meet deadlines and deliver effective and accurate reports and client service. Attention to detail is imperative.
- Must be able to demonstrate the ability to work independently but also promote a strong teamwork ethic.
- The post holder must be computer literate with experience in all Microsoft Office applications
- The post holder must have strong written and verbal communication skills and demonstrate the appreciation of the importance of good customer service.
Salary & Benefits:
Salary range is CI$ 88,797.89 to CI$ 146,282.17 per annum and will commensurate with experience and qualifications. Benefits include contributory pension, 25 working days’ vacation, 2 wellness days and health insurance.
