The Air Navigation Services Regulation Department is headed up by Craig Smith. Craig has been designated as an International Airport Processional from the Airports Council International (ACI) and the International Civil Aviation Organization (ICAO). His certifications include: Aviation Law, Air Transport System, Airport Planning and Development, Airport Commercial and Financial Management, Developing a Customer Service Culture, Environment Management, Safety Management Systems, Air Traffic Control, Air Traffic Control Examiner, Advanced Airfield Operations, Aerodrome Operations, Aerodrome Safeguarding, International Air Transport Association (IATA), Airport Certification and Infrastructure Standards, ACI Aerodrome certification, IATA Aviation Auditor and a private pilot’s license with instrument rating.

Craig commenced his employment with the Authority in 2016 as an Aviation Safety Officer and was promoted to Air Navigation Services Regulatory (ANSR) Inspector in 2018. Prior to that, he was an Air Traffic Control Officer, Air Traffic Control Supervisor and worked his way up to Air Traffic Control Manager at the Cayman Islands Airport Authority. His career in aviation began with the Civil Aviation Authority as a Class IV Meteorological Observer in 1999.

In 2023 Craig was appointed Director of Air Navigation Services Regulation (DANSR) providing regulatory safety oversight activities for the ANSR division, ensuring that aerodromes and air navigational services are certified and approved in accordance with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO) and the Overseas Territories Aviation Requirements (OTARs).
